Adjunct Professor of Actuarial Statistics
University of California, Santa Barbara
Dr. Ian Duncan is a UK-trained health actuary (FIA) currently practicing in the US. He is an Adjunct Professor of Actuarial Statistics at the University of California, Santa Barbara. Dr. Duncan has founded or co-founded five healthcare analytics companies, including Santa Barbara Actuaries Inc., which merged with Arbital Health in December 2023. He continues to remain an advisor to Arbital Health.
Dr. Duncan is actively involved in public policy and healthcare reform. He served on the Board of Directors of the Commonwealth of Massachusetts Health Insurance Authority from 2007 to 2014. Currently, he serves on the Boards of Arbital Health, Clover Insurance (a New Jersey-based Medicare Advantage plan), several healthcare start-up incubators and start-ups, and the Society of Actuaries.
Dr. Duncan is the author of numerous peer-reviewed papers on healthcare outcomes and predictive modeling, as well as several books. His publications include the second edition of “Healthcare Risk Adjustment and Predictive Modeling” (Actex Publications), published in May 2018. He holds a graduate degree in economics from Balliol College, Oxford, and a PhD in Statistics from Heriot-Watt University, Edinburgh, Scotland.
Samuel Lim, ASA
Head of CI Analytics
Gen Re Life/Health Asia
Samuel is the Head of CI Analytics, and heads the Critical Illness (CI) Analytics at Gen Re Life/Health Asia. In his current role, he is responsible for CI-related research and pricing initiatives in the region. He also leads the Gen Re’s Dread Disease Survey team whose project spread across several key CI market in Asia. Prior to this, Samuel was heavily involved in all of Gen Re’s medical business in ASEAN. He is an Associate of the Society of Actuaries and holds a masters degree from the London School of Economics.
