This draft paper is the outcome of a study that was funded by the Society of Actuaries Committee on Health Benefit Systems Research. The study examines the reliability and validity of the Health Plan Employee Data and Information Set (HEDIS) performance measures. In addition, the study investigates ways to make HEDIS data collection less burdensome and analyzes the extent to which enrollee satisfaction survey results reflect health plan performance.
